NOTICE OF PUBLIC HEARING
5 YEAR AGENCY PLAN, ANNUAL PHA PLAN, ADMINISTRATIVE PLAN
SAINT JOSEPH COUNTY HOUSING AUTHORITY
The St. Joseph County Housing Authority (SJCHA) invites comments from the public on the proposed 5 Year Agency Plan, 1 Year PHA Plan, and Administrative Plan for the operation of the SJCHA. The 5 Year Plan describes the mission, long-range goals, and objectives for achieving SJCHA’s mission over the subsequent 5 years. The Annual Plan provides details SJCHA’s immediate operations, programs, services, and strategies for handling operations concerns, resident concerns, and needs. The Administrative Plan sets forth SJCHA’s policies for the operation of the Housing Choice Voucher Program in the context of federal laws and regulations.
On Tuesday, May 7, 2024 at 9:00 am, the SJCHA shall hold a public hearing to receive comments on the proposed changes for both the 5 Year Agency Plan, Annual Plan, and Administrative Plan. The hearing will be held at the SJCHA office, 107 W Center St., North Liberty, IN 46554. Persons who do not attend the hearing may also submit written comments via email to ingrid@sjcha-in.com by 3:00 pm Thursday, May 15, 2024.
The proposed Five Year Plan, Annual Plan and Administrative Plan will be available for review and comment Monday – Thursday 10 am – 3 pm from April 1, 2024 through May 15, 2024. Public comments will be considered for inclusion in the final plan and submitted with the final document.

Energy Assistance Program Application Now Open
Could you use some help with your energy or heating bill? You may qualify to receive federal funding to help pay some of your bills this winter! The Energy Assistance Program (EAP) is a federally funded program to help Indiana residents pay their utility bills and prevent utility shut offs.
Households that earn less than 60% of the state median income (60 SMI) may qualify to receive this benefit. The online application is open from October 2, 2023 to May 20, 2024. Qualified households will be protected by the energy moratorium, which prevents their heat and energy utilities from being shut off in the winter months.
